“十四(si)五”时期是我国(guo)全面(mian)建(jian)成小康(kang)社(she)会(hui)、实(shi)现第(di)(di)一(yi)个百年奋(fen)斗目(mu)标之后(hou),乘势而上开启全面(mian)建(jian)设社(she)会(hui)主义现代化(hua)国(guo)家新征程、向(xiang)第(di)(di)二个百年奋(fen)斗目(mu)标进军的第(di)(di)一(yi)个五年。中(zhong)国(guo)共(gong)产党第(di)(di)十九届(jie)中(zhong)央委员会(hui)第(di)(di)五次全体会(hui)议深入分析国(guo)际国(guo)内形势,就(jiu)制定国(guo)民经济和社(she)会(hui)发展“十四(si)五”规划和二〇三五年远景目(mu)标提出以下建(jian)议。

一、全面建成小康社会,开启全面建设社会主义现代化国家新征程

1.决胜全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)建(jian)成(cheng)(cheng)小康(kang)社(she)(she)(she)会(hui)取得(de)决定(ding)(ding)性成(cheng)(cheng)就(jiu)。“十三五”时期(qi)(qi)是全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)建(jian)成(cheng)(cheng)小康(kang)社(she)(she)(she)会(hui)决胜阶(jie)段。面(mian)(mian)(mian)对错综(zong)复(fu)杂的国(guo)(guo)(guo)(guo)际形(xing)势、艰巨繁重(zhong)的国(guo)(guo)(guo)(guo)内(nei)(nei)改革发展稳(wen)(wen)定(ding)(ding)任务(wu)特别是新(xin)冠肺炎疫情(qing)严重(zhong)冲击,以(yi)习近(jin)平(ping)同志为(wei)核心(xin)的党(dang)中(zhong)央(yang)不忘初心(xin)、牢记使命(ming),团结带(dai)领全(quan)(quan)(quan)(quan)(quan)党(dang)全(quan)(quan)(quan)(quan)(quan)国(guo)(guo)(guo)(guo)各族人(ren)民(min)(min)砥砺前行、开(kai)拓创新(xin),奋发有为(wei)推(tui)进党(dang)和(he)国(guo)(guo)(guo)(guo)家(jia)各项事(shi)业(ye)。全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)深化改革取得(de)重(zhong)大(da)(da)(da)突(tu)破,全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)依法治(zhi)(zhi)国(guo)(guo)(guo)(guo)取得(de)重(zhong)大(da)(da)(da)进展,全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)从严治(zhi)(zhi)党(dang)取得(de)重(zhong)大(da)(da)(da)成(cheng)(cheng)果(guo),国(guo)(guo)(guo)(guo)家(jia)治(zhi)(zhi)理体系和(he)治(zhi)(zhi)理能力(li)(li)现代(dai)化加(jia)(jia)快推(tui)进,中(zhong)国(guo)(guo)(guo)(guo)共产(chan)党(dang)领导和(he)我国(guo)(guo)(guo)(guo)社(she)(she)(she)会(hui)主义(yi)制度优势进一步彰(zhang)显;经济实(shi)(shi)力(li)(li)、科技实(shi)(shi)力(li)(li)、综(zong)合国(guo)(guo)(guo)(guo)力(li)(li)跃上(shang)新(xin)的大(da)(da)(da)台阶(jie),经济运(yun)行总(zong)体平(ping)稳(wen)(wen),经济结构持(chi)续(xu)优化,预计二〇二〇年(nian)国(guo)(guo)(guo)(guo)内(nei)(nei)生产(chan)总(zong)值突(tu)破一百(bai)万(wan)亿(yi)(yi)元;脱(tuo)贫(pin)(pin)(pin)攻(gong)坚(jian)成(cheng)(cheng)果(guo)举世(shi)(shi)瞩目(mu)(mu),五千(qian)五百(bai)七(qi)十五万(wan)农村贫(pin)(pin)(pin)困人(ren)口实(shi)(shi)现脱(tuo)贫(pin)(pin)(pin);粮食年(nian)产(chan)量连续(xu)五年(nian)稳(wen)(wen)定(ding)(ding)在一万(wan)三千(qian)亿(yi)(yi)斤以(yi)上(shang);污染(ran)防(fang)(fang)治(zhi)(zhi)力(li)(li)度加(jia)(jia)大(da)(da)(da),生态(tai)环境明显改善;对外开(kai)放(fang)持(chi)续(xu)扩(kuo)大(da)(da)(da),共建(jian)“一带(dai)一路”成(cheng)(cheng)果(guo)丰硕(shuo);人(ren)民(min)(min)生活水平(ping)显著提(ti)高(gao),高(gao)等教育(yu)进入(ru)普及化阶(jie)段,城镇(zhen)新(xin)增就(jiu)业(ye)超过六千(qian)万(wan)人(ren),建(jian)成(cheng)(cheng)世(shi)(shi)界上(shang)规(gui)模最大(da)(da)(da)的社(she)(she)(she)会(hui)保(bao)障(zhang)体系,基本医疗保(bao)险覆盖(gai)超过十三亿(yi)(yi)人(ren),基本养老保(bao)险覆盖(gai)近(jin)十亿(yi)(yi)人(ren),新(xin)冠肺炎疫情(qing)防(fang)(fang)控取得(de)重(zhong)大(da)(da)(da)战略(lve)成(cheng)(cheng)果(guo);文化事(shi)业(ye)和(he)文化产(chan)业(ye)繁荣(rong)发展;国(guo)(guo)(guo)(guo)防(fang)(fang)和(he)军队建(jian)设(she)水平(ping)大(da)(da)(da)幅提(ti)升,军队组织形(xing)态(tai)实(shi)(shi)现重(zhong)大(da)(da)(da)变革;国(guo)(guo)(guo)(guo)家(jia)安全(quan)(quan)(quan)(quan)(quan)全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)加(jia)(jia)强(qiang),社(she)(she)(she)会(hui)保(bao)持(chi)和(he)谐稳(wen)(wen)定(ding)(ding)。“十三五”规(gui)划目(mu)(mu)标任务(wu)即将完(wan)成(cheng)(cheng),全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)建(jian)成(cheng)(cheng)小康(kang)社(she)(she)(she)会(hui)胜利在望,中(zhong)华(hua)民(min)(min)族伟大(da)(da)(da)复(fu)兴向前迈(mai)出了新(xin)的一大(da)(da)(da)步,社(she)(she)(she)会(hui)主义(yi)中(zhong)国(guo)(guo)(guo)(guo)以(yi)更加(jia)(jia)雄伟的身(shen)姿屹(yi)立于世(shi)(shi)界东方。全(quan)(quan)(quan)(quan)(quan)党(dang)全(quan)(quan)(quan)(quan)(quan)国(guo)(guo)(guo)(guo)各族人(ren)民(min)(min)要再(zai)接再(zai)厉、一鼓(gu)作气(qi),确(que)(que)保(bao)如期(qi)(qi)打赢脱(tuo)贫(pin)(pin)(pin)攻(gong)坚(jian)战,确(que)(que)保(bao)如期(qi)(qi)全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)建(jian)成(cheng)(cheng)小康(kang)社(she)(she)(she)会(hui)、实(shi)(shi)现第一个(ge)百(bai)年(nian)奋斗(dou)目(mu)(mu)标,为(wei)开(kai)启全(quan)(quan)(quan)(quan)(quan)面(mian)(mian)(mian)建(jian)设(she)社(she)(she)(she)会(hui)主义(yi)现代(dai)化国(guo)(guo)(guo)(guo)家(jia)新(xin)征程奠定(ding)(ding)坚(jian)实(shi)(shi)基础。

2.我(wo)(wo)(wo)国发(fa)(fa)(fa)(fa)展(zhan)环(huan)境(jing)面(mian)临(lin)深(shen)刻(ke)复杂变(bian)化(hua)。当前(qian)和(he)(he)今后一个时期,我(wo)(wo)(wo)国发(fa)(fa)(fa)(fa)展(zhan)仍(reng)(reng)然处于(yu)重(zhong)要(yao)战(zhan)略机遇期,但机遇和(he)(he)挑战(zhan)都有(you)新(xin)(xin)(xin)的发(fa)(fa)(fa)(fa)展(zhan)变(bian)化(hua)。当今世(shi)界正经历百年(nian)未(wei)有(you)之大(da)变(bian)局,新(xin)(xin)(xin)一轮科技革(ge)(ge)命和(he)(he)产业变(bian)革(ge)(ge)深(shen)入发(fa)(fa)(fa)(fa)展(zhan),国际(ji)(ji)力(li)(li)量对比深(shen)刻(ke)调(diao)整,和(he)(he)平(ping)(ping)与(yu)发(fa)(fa)(fa)(fa)展(zhan)仍(reng)(reng)然是(shi)时代主题,人类命运共同体理(li)念深(shen)入人心,同时国际(ji)(ji)环(huan)境(jing)日趋复杂,不稳(wen)(wen)定性不确(que)定性明显增加(jia),新(xin)(xin)(xin)冠肺炎疫情影响广(guang)泛深(shen)远,经济(ji)全(quan)球化(hua)遭遇逆(ni)流(liu),世(shi)界进入动荡变(bian)革(ge)(ge)期,单边主义、保护(hu)主义、霸权主义对世(shi)界和(he)(he)平(ping)(ping)与(yu)发(fa)(fa)(fa)(fa)展(zhan)构成威胁。我(wo)(wo)(wo)国已转向(xiang)高质量发(fa)(fa)(fa)(fa)展(zhan)阶段,制度优势(shi)显著,治理(li)效能(neng)(neng)提升,经济(ji)长期向(xiang)好(hao)(hao),物质基(ji)础雄厚(hou),人力(li)(li)资源(yuan)丰富,市场空(kong)间广(guang)阔,发(fa)(fa)(fa)(fa)展(zhan)韧性强(qiang)劲,社(she)(she)会大(da)局稳(wen)(wen)定,继续发(fa)(fa)(fa)(fa)展(zhan)具(ju)有(you)多方面(mian)优势(shi)和(he)(he)条(tiao)件,同时我(wo)(wo)(wo)国发(fa)(fa)(fa)(fa)展(zhan)不平(ping)(ping)衡不充分问(wen)题仍(reng)(reng)然突出,重(zhong)点领域(yu)关键环(huan)节改革(ge)(ge)任务(wu)仍(reng)(reng)然艰巨,创新(xin)(xin)(xin)能(neng)(neng)力(li)(li)不适应高质量发(fa)(fa)(fa)(fa)展(zhan)要(yao)求,农业基(ji)础还不稳(wen)(wen)固(gu),城(cheng)乡(xiang)区域(yu)发(fa)(fa)(fa)(fa)展(zhan)和(he)(he)收入分配差距较(jiao)大(da),生(sheng)态(tai)环(huan)保任重(zhong)道远,民生(sheng)保障存在(zai)短板(ban),社(she)(she)会治理(li)还有(you)弱项。全(quan)党(dang)要(yao)统筹(chou)中(zhong)华(hua)民族伟大(da)复兴战(zhan)略全(quan)局和(he)(he)世(shi)界百年(nian)未(wei)有(you)之大(da)变(bian)局,深(shen)刻(ke)认识(shi)(shi)我(wo)(wo)(wo)国社(she)(she)会主要(yao)矛(mao)盾(dun)变(bian)化(hua)带来的新(xin)(xin)(xin)特征新(xin)(xin)(xin)要(yao)求,深(shen)刻(ke)认识(shi)(shi)错综复杂的国际(ji)(ji)环(huan)境(jing)带来的新(xin)(xin)(xin)矛(mao)盾(dun)新(xin)(xin)(xin)挑战(zhan),增强(qiang)机遇意识(shi)(shi)和(he)(he)风险意识(shi)(shi),立足(zu)社(she)(she)会主义初级(ji)阶段基(ji)本国情,保持(chi)战(zhan)略定力(li)(li),办好(hao)(hao)自己的事(shi),认识(shi)(shi)和(he)(he)把握(wo)发(fa)(fa)(fa)(fa)展(zhan)规律,发(fa)(fa)(fa)(fa)扬斗争精神,树(shu)立底线思维,准(zhun)确(que)识(shi)(shi)变(bian)、科学应变(bian)、主动求变(bian),善于(yu)在(zai)危机中(zhong)育(yu)先机、于(yu)变(bian)局中(zhong)开新(xin)(xin)(xin)局,抓住机遇,应对挑战(zhan),趋利避害,奋勇(yong)前(qian)进。

二、“十四五”时期经济社会发展指导方针和主要目标

4.“十(shi)四五”时期经(jing)济社(she)(she)(she)(she)会(hui)(hui)(hui)发展指(zhi)导(dao)思(si)(si)想(xiang)。高举(ju)中(zhong)国(guo)(guo)(guo)(guo)特(te)色(se)社(she)(she)(she)(she)会(hui)(hui)(hui)主(zhu)义伟大旗(qi)帜,深入贯彻(che)党(dang)的(de)十(shi)九(jiu)大和(he)十(shi)九(jiu)届二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全会(hui)(hui)(hui)精神,坚持以(yi)(yi)(yi)马(ma)克思(si)(si)列宁主(zhu)义、毛泽东(dong)思(si)(si)想(xiang)、邓小平理(li)论、“三个代(dai)(dai)(dai)表”重(zhong)要(yao)思(si)(si)想(xiang)、科学发展观(guan)、习近平新时代(dai)(dai)(dai)中(zhong)国(guo)(guo)(guo)(guo)特(te)色(se)社(she)(she)(she)(she)会(hui)(hui)(hui)主(zhu)义思(si)(si)想(xiang)为(wei)(wei)(wei)指(zhi)导(dao),全面贯彻(che)党(dang)的(de)基(ji)本理(li)论、基(ji)本路线(xian)、基(ji)本方略,统筹推进经(jing)济建(jian)(jian)(jian)设(she)(she)、政(zheng)治(zhi)(zhi)建(jian)(jian)(jian)设(she)(she)、文化(hua)(hua)建(jian)(jian)(jian)设(she)(she)、社(she)(she)(she)(she)会(hui)(hui)(hui)建(jian)(jian)(jian)设(she)(she)、生态(tai)文明建(jian)(jian)(jian)设(she)(she)的(de)总体布局(ju)(ju),协调(diao)推进全面建(jian)(jian)(jian)设(she)(she)社(she)(she)(she)(she)会(hui)(hui)(hui)主(zhu)义现代(dai)(dai)(dai)化(hua)(hua)国(guo)(guo)(guo)(guo)家、全面深化(hua)(hua)改(gai)革、全面依法治(zhi)(zhi)国(guo)(guo)(guo)(guo)、全面从严治(zhi)(zhi)党(dang)的(de)战略布局(ju)(ju),坚定(ding)(ding)不移贯彻(che)创新、协调(diao)、绿色(se)、开放、共享的(de)新发展理(li)念,坚持稳中(zhong)求进工作总基(ji)调(diao),以(yi)(yi)(yi)推动高质量发展为(wei)(wei)(wei)主(zhu)题,以(yi)(yi)(yi)深化(hua)(hua)供(gong)给侧结(jie)构性(xing)改(gai)革为(wei)(wei)(wei)主(zhu)线(xian),以(yi)(yi)(yi)改(gai)革创新为(wei)(wei)(wei)根本动力,以(yi)(yi)(yi)满足人民(min)日益增(zeng)长的(de)美(mei)好(hao)(hao)生活需(xu)要(yao)为(wei)(wei)(wei)根本目的(de),统筹发展和(he)安全,加快建(jian)(jian)(jian)设(she)(she)现代(dai)(dai)(dai)化(hua)(hua)经(jing)济体系,加快构建(jian)(jian)(jian)以(yi)(yi)(yi)国(guo)(guo)(guo)(guo)内(nei)大循(xun)环(huan)(huan)为(wei)(wei)(wei)主(zhu)体、国(guo)(guo)(guo)(guo)内(nei)国(guo)(guo)(guo)(guo)际双循(xun)环(huan)(huan)相互促进的(de)新发展格局(ju)(ju),推进国(guo)(guo)(guo)(guo)家治(zhi)(zhi)理(li)体系和(he)治(zhi)(zhi)理(li)能力现代(dai)(dai)(dai)化(hua)(hua),实(shi)现经(jing)济行稳致(zhi)远、社(she)(she)(she)(she)会(hui)(hui)(hui)安定(ding)(ding)和(he)谐,为(wei)(wei)(wei)全面建(jian)(jian)(jian)设(she)(she)社(she)(she)(she)(she)会(hui)(hui)(hui)主(zhu)义现代(dai)(dai)(dai)化(hua)(hua)国(guo)(guo)(guo)(guo)家开好(hao)(hao)局(ju)(ju)、起好(hao)(hao)步。

5.“十四(si)五”时期经(jing)济社会发展(zhan)必须(xu)遵(zun)循(xun)的原则。

——坚(jian)持(chi)党的(de)全(quan)面领(ling)导。坚(jian)持(chi)和(he)完善党领(ling)导经济(ji)社会发展(zhan)(zhan)的(de)体制机制,坚(jian)持(chi)和(he)完善中国特(te)色(se)社会主义制度,不断提高贯彻新(xin)发展(zhan)(zhan)理念(nian)、构建(jian)新(xin)发展(zhan)(zhan)格局能力和(he)水平,为实现高质量发展(zhan)(zhan)提供根本保证(zheng)。
